The Jefferson County Planning Department supports long-range planning, community development, and coordination with local municipalities to promote responsible growth and resource management throughout Jefferson County.
Planning Commission
The Jefferson County Planning Commission (JCPC) consists of seven (7) members appointed by the County Commissioners. The Commission is responsible for carrying out the powers and duties delegated to it by the County Commissioners.

Meeting Schedule
Jefferson County Planning Commission meetings are open to the public. All meetings begin at 8:30 a.m. and are held at Jefferson Place, 155 Main Street, 2nd Floor Conference Room, Brookville, PA 15825.

Please note: Jefferson Place is not open to the public outside of regular business hours, and the building doors automatically lock when the building is closed. If you arrive before 8:30 a.m., the doors may be locked. Attendees arriving early are welcome to wait at the main entrance. Staff will periodically check the entrance and let attendees into the building. Thank you for your patience.

SALDO & Zoning
Jefferson County does not have a county-wide zoning ordinance or Subdivision and Land Development Ordinance (SALDO). All zoning and subdivision regulations are administered individually by each municipality. Property owners, developers, and residents should contact their local municipality to confirm zoning classifications, land use requirements, and subdivision procedures before beginning any project. Contact information for each municipality can be found under the Departments tab, by selecting Municipalities on the County website.
However, Jefferson County, with funding through the DCED Municipal Assistance Program (MAP), continues the process of exploring the development and potential enactment of a Subdivision and Land Development Ordinance (SALDO). The Jefferson County Planning Commission, County officials, staff, and other critical partners have been working throughout the year to develop a draft SALDO. You can view the draft SALDO and its list of revisions below.

Demolition & Rehabilitation Fund
The Jefferson County Demolition and Rehabilitation Fund was established to support the removal of unsafe, blighted, or abandoned structures and encourage redevelopment of affected properties throughout the County.
The County is currently allowing the fund to build a balance before releasing applications for public access. Applications are expected to be released in 2026.

Stormwater Management Plan
The Pennsylvania Stormwater Management Act of 1978 provides for the regulation of land and water uses for flood control and stormwater management purposes. The Act directs each County to prepare and adopt a stormwater management plan for each designated watershed. Jefferson County’s Stormwater Management Plan provides a framework for managing runoff and protecting water quality in accordance with Pennsylvania’s Act 167. All municipalities within Jefferson County are required to adopt the Jefferson County Stormwater Management Ordinance. The standards and criteria contained in the Ordinance apply to all municipalities. Adoption of these ordinances enables application of the Plan’s provisions; review of drainage plans for all activities regulated by the Plan and the ordinance; enforcement of the municipal regulations. The ordinance applies to any Regulated Activity within the municipality.

Project consistency with the Stormwater Management Plan must be reviewed and certified by a qualified engineer. The County does not currently have the capacity to perform this review in-house.
