The Jefferson County Planning Commission (JCPC) oversees long-range planning, community development initiatives, and coordination with local municipalities to promote responsible growth and resource management throughout Jefferson County.
Zoning and Subdivision Regulations
Jefferson County does not have a county-wide zoning ordinance or Subdivision and Land Development Ordinance (SALDO). All zoning and subdivision regulations are administered individually by each municipality. Property owners, developers, and residents should contact their local municipality to confirm zoning classifications, land use requirements, and subdivision procedures before beginning any project. Contact information for each municipality can be found under the Departments tab, by selecting Municipalities on the County website.

Demolition and Rehabilitation Fund
The Jefferson County Demolition and Rehabilitation Fund was established to support the removal of unsafe, blighted, or abandoned structures and to encourage the redevelopment of affected properties throughout the County. This program is currently in its introductory phase, following approval under Act 152 and Act 48, effective January 1, 2025.To ensure adequate resources for future projects, the County will allow the fund to build a balance before releasing applications for public access. Residents and municipalities can review the full ordinances in the documents provided below. Applications to access funding are expected to be released in 2026. Copies of the approved ordinances are available below:
Stormwater Management Plan
Jefferson County’s Stormwater Management Plan provides a framework for managing runoff and protecting water quality in accordance with Pennsylvania’s Act 167. For stormwater permitting, erosion control, and technical guidance, please visit the Jefferson County Conservation District website: Jefferson County Conservation District. Project consistency with the Stormwater Management Plan must be reviewed and certified by a qualified engineer. The County does not currently have the capacity to perform this review in-house.
