A Local Emergency Planning Committee (LEPC) serves as a focal point in the community for information about hazardous substances, emergency planning, health and environmental risks. … In Pennsylvania, the LEPC receives its authority under Section 203 of the Hazardous Material Emergency Planning and Response Act.
Under the Emergency Planning and Community Right-to-Know Act (EPCRA), Local Emergency Planning Committees (LEPCs) must develop an emergency response plan, review the plan at least annually, and provide information about chemicals in the community to citizens. Plans are developed by LEPCs with stakeholder participation. There is one LEPC for each of the more than 3,000 designated local emergency planning districts. The LEPC membership must include (at a minimum):
- Elected state and local officials
- Police, fire, civil defense, and public health professionals
- Environment, transportation, and hospital officials
- Facility representatives
- Representatives from community groups and the media
Jefferson County LEPC meets January – March – May – July – September – November on the Third Tuesday.

Motion to SUPPORT Jefferson County Emergency Management and Commissioners, if the county chooses NOT to enter into the agreement retaining McCutcheon Enterprises as the Act 165 Contracted Hazardous Materials Response Team for Jefferson County. This is due to increased cost of retainer fee of $7,500.00, for 2026 increased from $2,500.00 for the year 2025.

Motion to SUPPORT Jefferson County Emergency Management and Commissioners, to move forward securing an agreement with Cambria County Emergency Management, Commissioners, and Cambria County’s State Certified Hazardous Materials Response Team (S.H.A.R.P.). This will fulfill with requirements set forth in HAZARDOUS MATERIAL EMERGENCY PLANNING AND RESPONSE ACT; Act of Dec. 7, 1990, P.L. 639, No. 165 Cl. 35 (Act 165), as Jefferson County’s Certified Hazardous Materials Response Team. Pending all parties agreeance, the annual retainer fee will be $2,500.00.
